In 2020, Rolesville was awarded over $4.8m from the Capital Area Metropolitan Planning Organization (CAMPO) to realign the Burlington Mills Road intersection with Main Street, and make streetscape improvements, improve crosswalks, install new curb and gutter, sidewalks, and bicycle transportation enhancements from Burlington Mills Road to Young Street. This original project has expanded to include bringing 42 curb ramps up to Americans with Disabilities Act (ADA) standards, as well as offsite improvements along the future Wallbrook development that includes widening, medians, landscaping and a 10' multi-use path.
Due to the project expanding and increases in costs resulting from the inflationary environment, the Town sought and was awarded additional grant funds from CAMPO this year. The Town will be receiving $12m in federal grant money overall, and the project will bring approximately $20m in improvements to Main Street. This project is a realization of the vision established by the Town to create a downtown destination and promote safety, walk-ability, bike-ability, and an engaging business climate along Main Street.

Main Street Vision Plan
Funding for the grant project was sought from CAMPO based upon a joint planning effort between CAMPO and the Town to develop the Main Street Vision Plan. This plan divides the 4-mile Main Street corridor into three areas ripe for development. The Town seeks to create a true town center by utilizing urban design practices and building a sense of place.
Cobblestone - $55M investment
Main Street offers great potential for restaurants, retail, and mixed-use development, and the Town and a developer are partnering together to build a mixed-use, “town center” development accommodating a variety of uses – commercial, residential, retail, and civic use - at the northwest corner of the Young Street and Main Street intersection.
Plans currently include 176 apartment units, approximately 50,000 square feet of retail/restaurant space, and includes a community recreation center. Learn more about this development, and also watch the video recording of the July 21 Town Board meeting to listen to a presentation of the project.

Wallbrook - $120M investment
Near the Burlington Mills Road intersection, the Town continues to work with a Charlotte developer, Crosland Southeast, on a 75+ acre, mixed-use development that is being proposed with 100+ new townhomes and 250,000 square feet of commercial/retail space, including a grocery store anchor. Crosland Southeast and the Town are working to coordinate the development with the Main Street Project.
Updates
NCDOT Approval of Bid/Project Award
The NC Department of Transportation approved the project bid award of $16,875,679 for Fred Smith Company to commence with the project. Wallbrook has agreed to contribute $4,269,663 towards the project as well.
Approved Agreement regarding Wallbrook portion of project
The Town Board recently approved additional funding to include the Wallbrook portion of the project. The $20+ million project will now receive 57% from federal grant funds, 20% from the developer of Wallbrook, and 23% in local Town funding. The Town now awaits concurrence from NCDOT and continues to work towards a contract with Fred Smith Company to commence construction.
Additional CAMPO funds approved
The CAMPO Executive Board approved the Town's additional funding request for the project on August 17. Federal grant funds for the project now total $12,040,439.
Bid Opening
On June 28, the Town held the bid opening for the project and Fred Smith Company was determined to be the lowest responsible bidder at $16,910,000. On August 2, the Town Board accepted the bid and the next step is NCDOT approval of the award.
Project Design Approved by DOT and Bid Advertised
The project design was approved by NCDOT and the project has been advertised to receive bids. The bid opening is on June 7.
Main Street Project Design
Design work for the project and all ROW acquisition work is scheduled to be approved by NCDOT and complete by March 2022. The Town plans to let the project in Spring of 2022, with construction beginning in the Summer.
Survey Results
A survey was developed to gather public input on design options for the “look and feel” of Main Street. Citizens weighed in on different themes, landscape options, hardscapes, outdoor seating arrangements, lighting options, and aesthetics for medians and public realm spaces at the intersection of Young and Main Street. Please see the Survey Results along with recommendations from the Town's consultant on the project. The Town wishes to thank everyone who provided feedback as we received over 900 responses!
