The Townes at Carlton Pointe

This development is regulated under the Unified Development Ordinance [UDO]. 
This project consists of Rezoning and Special Use Permit approvals to convert 4 platted lots (originally created via BM2008/pg702  and zoned OP-SUD [Office & Professional-Special Use District]) to the R&PUD [Residential & Planned Unit Development] District in 2019, and then subdivision of these 4 lots into a townhome community of up to 54 single-family attached (townhome) dwelling units. Site construction began in 2020; Building construction began in late 2022.
MA 18-05 (Approved) - Map Amendment to rezone lots 2-5 from BM 2008/Pg702 from the Office & Professional Special Use District (OP-SUD) to the Residential & Planned Unit Development (R&PUD) District. 

- On March 5, 2019, the Town Board of Commissioners held a public hearing; it was continued to April 2, 2019, and no action was taken.

- On April 2, 2019, the Town Board of Commissioners continued the public hearing opened on March 5, 2019, and closed the hearing.  The Town Board then voted 3-2 on a motion to Approve Resolution No 2019-R-02  and approve MA 18-05 as presented with an amendment to the Rolesville Comprehensive Plan, Future Land Use Map to change the petition properties to High-Density Residential land use classification.  However, since the first affirmative vote was not equal or greater than a two-thirds vote of the Town Board of Commissioners with four ayes for the motion, state law under NCGS 160A-75 required the Town Board to hold a second vote to approve the motion at the next Town Board meeting. 

- On April 16, 2019, the Town Board of Commissioners voted 3-2 to approve this request.

SUP 18-08 (Approved) - Special Use Permit request to amend the existing Carlton Pointe subdivision R&PUD master plan to incorporate the property rezoned per MA 18-05. 

 - On April 16, 2019, the Town Board of Commissioners voted unanimously on a motion to Approve this request.

SP 19-02 (Approved) -  a detailed Site Plan (ie a preliminary subdivision plat) to resubdivide Lots 2-5 of BM200/pg702 into 54 townhomes, common space and open space lots. This submittal included Construction Drawing (CD) plan sheets typically reviewed under their own Application. 

- On October 1, 2019, the Town Board of Commissioners voted unanimously on a motion to Approve SP 19-02 as presented. 

- On November 19, 2019, the Town Board voted unanimously on a motion to Approve the ORDER document. 

- The ORDER document is recorded as _______to be provided by Applicant_____________.

FP 22-07 (RECORDED) - Final Plat to record 53 residential Townhome lots, two (2) common area lots, an Active Open Space lot, and public right-of-ways.   Recorded on 06-23-2022 at BM2022_Pg1178-1179.

SP 19-02 Approved

October 2, 2019

On October 1, 2019, the Town Board approved SP 19-02. This is the townhome site plan for the Townes at Carlton Pointe. The next steps for the development are obtaining preliminary plat approval and submitting construction drawings.

Public Hearing Scheduled

September 4, 2019

The Town Board will hold a public hearing for SP 19-02 on October 1, 2019 at 7:00 p.m. in the board room. SP 19-02 is a detailed site plan proposal for townhomes at the Townes at Carlton Pointe.

MA 18-05 and SUP 18-08 Approved by Town Board

April 17, 2019

The Town Board approved the map amendment and special use permit cases at its meeting on April 16, 2019. MA 18-05 rezoned the subject property to Residential and Planned Unit Development (R&PUD). SUP 18-08 adopted the master plan for the development.

Town Board to Decide Case on Apr 16 2019

April 3, 2019

At its regular meeting on April 2, 2019, the Town Board voted on MA 18-05. The result was 3-2 in favor of the rezoning. Per Town policy, there will be a second reading of the case on April 16, 2019, and the Town Board will vote again. If MA 18-05 passes, a hearing on SUP 18-08 will immediately follow.

Public Hearing to be Continued

March 6, 2019

At its regular meeting on March 5th, 2019, the Town Board of Commissioners deferred the decision on SUP 18-08. The public hearing discussion will resume in April.

Public Hearing Scheduled

February 19, 2019

The public hearing for the Townes at Carlton Pointe will be March 5th, 2019 at 7:00 p.m. at Town Hall.

Planning Board Recommendation

January 29, 2019

The Planning Board recommended MA 18-05 for approval at their regular meeting on January 28th, 2019.
