Harris Creek Farm - formerly referred to as 4928 Universal - Development of PINs 1757277811, 1757471559, and several smaller properties.

ANX 22-05 - APPROVED 04-16-2024 - Voluntary Annexation Petition for 93.609 acres generally located west of Jonesville Road and north of Mitchell Mill Road.  The total property sought for annexation comprises 19 individual PIN/REID numbers tracts of land; the total property is represented by two Recorded Deeds -Bk018953/Pg00623-00627 and Bk018953/Pg00592-00597, with a single property owner being Ping Chen.

  • On 12/6/22, the Town Board (on the consent agenda) requested the Town Clerk investigate the sufficiency of the petition.
  • On 01/04/2024, the Town Board (on the consent agenda) called for a Legislative Hearing to be held 02/06/2024.  That hearing was not conducted, but rather continued forward to the March 5, 2024 meeting; that hearing was not conducted on March 5, 2024.
  • On 04/02/2024, the Town Board of Commissioners conducted a Legislative Hearing; that Hearing was closed; further discussion and consideration of ANX-22-05 was continued date-certain to the April 16, 2024 work session.  
  • On 04/16/2024, the Town Board of Commissioners continued discussion of ANX-22-05;  on a motion to Approve, the Town Board of Commissioners voted unanimously 5-0.

 

MA 22-08 - APPROVED 04-16-2024 - Map Amendment (Rezoning) for approximately 93 acres, request to rezone from the Wake County R-30 District to the Town's Land Development Ordinance (LDO) District of Residential Medium Density (63.87 ac.) and Residential High Density (30.32 ac.) to develop a residential community of a maximum of 149 residential units (up to 68 single-family detached dwelling units and 81 townhouse dwelling units), cumulatively preserving 62.11 acres (approximately 66% of site) as passive open space and 15.53 acres as active open space.

  • Between August 2022 and January 2023, the Technical Review Committee (TRC) received 3 full submittals of the Rezoning application. After that, a Traffic Impact Analysis (TIA) was completed, and the applicant conducted further Neighborhood Meetings.  A 4th Submittal was submitted and reviewed during August/September, 2023.  The Applicaiton was presented to the Planning Board for recommendation on 08-28-2023, receiving a unanimous 6-0-1 (1 absent) Recommendation of Denial to the Town Board of Commissioners.  The Applicant conducted another Neighborhood Meeting on 10-24-2023.  Following that, Submittals 5 and 6 were reviewed by Town Staff in December 2023.  The Applicaiton was then again presented to the Planning Board for recommendation on 12-18-2023, receiving a 3-1-1 (1 absent) Recommendation of Approval to the Town Board of Commissioners.
  • On 2024-02-06, the Town Board of Commissioners opened and then continued a Legislative Hearing in to the March 5, 2024 meeting.  The Applicant made a 7th Submittal in mid-February 2024; the Applicant then continued to make revisions to the application, making an 8th Submittal in mid-March 2024, revising the request to a Residential Medium Density Conditional Zoning (RM-CZ) District requesting a maximum of 120 Single-family Detached lots/dwelling units, subject to a set of proposed Conditions of Approval and a Concept Plan.  
  • On 2024-04-02, the Town Board of Commissioners conducted a Legislative Hearing; that Hearing was closed; further discussion and consideration of MA-22-08 was continued date-certain to the April 16, 2024 work session.  
  • On 2024-04-16, the Town Board of Commissioners continued discussion of MA-22-08;  on a motion to Approve, the Town Board of Commissioners voted unanimously 5-0.

 

PSP-24-05 - APPROVED 2025-05-17 --- Preliminary Subdivision Plat to subdivide 94.99 acres for 120 Single-family Detached (SFD) residential lots, three (3) Open Space lots (broken out into Active and Passive Open spaces), 5,805 linear feet of new public right-of-ways (5 Streets, names TBD), and __tbd___.  This subdivision is utilizing the Cluster Development option of LOD Section 3.1.B. as it existed circa August 2022, prior to Text Amendment TA-23-02 adopted on 2023-04-04 which amended those standards.  Application had 4 submittals reviewed by TRC Staff between August 2024 and May 2025.

The Harris Creek Farms Voluntary Annexation Petition and Rezoning (Map Amendment) Application were Approved unanimously (5-0) by the Town Board of Commissioners at a work session meeting held April 16, 2024. The required Legislative Hearings for both applications was conduced on April 2, 2024.
