Harris Creek Farm - formerly referred to as 4928 Universal - Development of PINs 1757277811, 1757471559, and several smaller properties.

ANX 22-05 - Voluntary Annexation Petition for 93.609 acres generally located west of Jonesville Road and north of Mitchell Mill Road.  The total property sought for annexation comprises 19 individual PIN/REID numbers tracts of land; the total property is represented by two Recorded Deeds -Bk018953/Pg00623-00627 and Bk018953/Pg00592-00597, with a single property owner being Ping Chen.

- 1st Submittal reviewed during August Cycle; comments published on 11/4/2022.

- On 12/6/22, the Town Board (on the consent agenda) requested the Town Clerk investigate the sufficiency of the petition. 

- on 01/04/2024, the Town Board (on the consent agenda) called for a Legislative Hearing to be held 02/06/2024.

- on 02/06/2024, the Town Board of Commissioners continued a Legislative Hearing in companion with MA 22-08 to the March 5, 2024 meeting. 

- 02/29/2024 - the Annexation Petition will not be presented to the Town Board of Commissioners for a Legislative hearing on March 5, 2024, as the associated Rezoning application (MA 22-08) is undergoing revisions, and it was not properly noticed for a Legislative Hearing. The Annexation Petition will be paired with the Rezoning and, once both are properly advertised/noticed, placed on a future Town Board of Commissioners meeting for Legislative Hearings.

MA 22-08 - Map Amendment (Rezoning) for approximately 93 acres, request to rezone from the Wake County R-30 District to the Town's Land Development Ordinance (LDO) District of Residential Medium Density (63.87 ac.) and Residential High Density (30.32 ac.) to develop a residential community of a maximum of 149 residential units (up to 68 single-family detached dwelling units and 81 townhouse dwelling units), cumulatively preserving 62.11 acres (approximately 66% of site) as passive open space and 15.53 acres as active open space.

- 1st Submittal reviewed during August Cycle; comments published on 09-01-2022.  

- 2nd Submittal reviewed during October Cycle; comments published on 11-03-22. 

- 3rd Submittal reviewed during December Cycle; comments be published on 01-09-23.

- Traffic Impact Analysis (TIA) completed; Final report sealed dated 05-08-2023; NC DOT Congestion Management report dated 06-05-2023.

- A Neighborhood Meeting following LDO Appendix A/part 2.3.D. was completed on 07-12-2023.

- 4th Submittal received 08/01/2023; on TRC-Staff review during AUGUST ; comments to be published by or on September 11, 2023. 

- On 08-28-2023, the Planning Board were provided presentation of the Rezoning Map Amendment, and on a motion to Recommend Denial to the Town Board of Commissioners, the Planning Board voted unanimously 6-0-1 (1 absent).

- On 10-24-2023, a second Neighborhood Meeting was held; see uploaded summary of the meeting. 

- 5th Submittal received 12-06-2023.

- 6th Submittal received 12-15-2023. 

- On 12-18-2023, the Planning Board were provided presentation of the Rezoning Map Amendment, and on a motion to Recommend Approval to the Town Board of Commissioners, the Planning Board voted 3-1-1 (1 absent).

- on 02-06-2024, the Town Board of Commissioners continued a Legislative Hearing in companion with ANX-22-05 to the March 5, 2024 meeting.

- 7th Submittal received 02-19-2024. 

- 02/29/2024 Update - the Rezoning application will not presented to the Town Board of Commissioners for a Legislative hearing on March 5, 2024, along with the associated Annexation Petition (ANX-22-05), as it is undergoing revisions and was not properly noticed for a Legislative Hearing. The Rezoning (and Annexation Petition) will be paired and, once both are properly advertised/noticed, be on a future Town Board of Commissioners meeting for Legislative Hearings.

- 8th Submittal received 03-18-2024 - The Rezoning request is now for a maximum of 120 Single-family Detached lots/dwelling units, subject to a set of proposed Conditions of Approval and a Concept Plan.

The Harris Creek Farms Voluntary Annexation Petition and Rezoning (Map Amendment) Application are not on the agenda for the Town Board of Commissioners meeting to be held March 5, 2024. The applicant is actively making revisions to the Rezoning application request; proper notification for both the Annexation petition and Rezoning application will occur in advance of a future Town Board of Commissioners meeting.

Neighborhood Meeting for ANX-22-05/MA-22-08, Harris Creek Farms

October 24, 2023

On October 24, 2023, at 5:30 PM in the Rolesville Community Center (514 Southtown Circle, Rolesville NC 27571) the Applicant team for a Rezoning Map Amendment and Voluntary Annexation petition will host a neighborhood meeting for those interested in hearing and learning more about a residential project called Harris Creek Farms. This follows the review of four (4) submittals of the application by the Town's Technical Review Committed, and an online Zoom neighborhood meeting held July 12, 2023.  The Rezoning application will be presented again to the Town's Planning Board at a future date TBD.
