REZ-25-05 - 0 Main Street, 200 School Street, and 201 S Main Street - A Rezoning Map Amendment application to rezone from the Residential Low (RL) District to the Residential High (RH) and General Commercial (GC) Zoning Districts.  The application includes a proposed set of Conditions of Approval and a Concept Plan, with the proposal to construct 63 Single-family Attached (townhome) Dwelling Units and 1.35 acres of non-residential development.  Two (2) submittals reviewed by TRC Staff betweeen July and September 2025.

  • Planning Board meeting held September 22, 2025, providing a Recommendation of Approval to the Board of Commissioners.

July 1, 2025, An application for a Residential High (RH) Zoning Density district to develop a maximum of 63 Townhomes, and 1.34 acres of General Commercial (GC) zoning district was received.

REZ-23-05 - A Rezoning Map Amendment application to rezone from the Residential Low (RL) District to the Town Center (TC) as a Conditional Zoning (CZ) District = TC-CZ.  The application includes proposed Conditions of Approval and a Concept Plan, with the proposal to construct 240 Multi-family Dwelling Units (Density of 18.2 du/ac) and a certain amount of non-residential square footage.

REZ-23-05, Scarboro Apartments, Denied by Board of Commissioners

November 7, 2024

On November 7, 2024, the Board of Commissioners conducted a Legislative hearing for Rezoning application REZ-23-05, and on a Motion to Deny, voted unanimously 5-0.  There was no action taken on the associated Voluntary Annexation Petition ANX-23-04.
