Granite Crest (fka Willow Crest)

Granite Crest was formerly known as Willow Crest, a residential subdivision located on the west/south side of W. Young Street, south of Chalk Road and north of the Granite Falls subdivision. The project began as far back as 2003/2004, developing a Phase 1, 2, and 3.  Final Plat recording occurred between 2005 and 2014, and all lots in Phases 1, 2, and 3 were built out subsequent to those recorded plats.

In 2022, submittal of a Construction Drawing (CD 22-01) application for Phase IV (4) was followed by a Preliminary Subdivision Plat (PR 22-02) application [reverse order] as there was no record found of an Approval of the submittals (2) of a Preliminary Plat during early 2015 (see records below).

2003

Special Use Permit - in 2003 (no other records located)

2004

Preliminary Plat - on 2004-03-16, Town Board approved Willow Crest Preliminary Subdivision Plat with conditions, for 173 SFD lots.

Construction Drawings, Phase 1 - Administratively approved 2004-12-29.

2005

Development Agreement - dated March 8, 2005, this was signed by the Town Manager and Hal Perry, North Wake Developers LLC. 

Final Plat - Phase 1 - recorded 5-6-2005 as BM2005_pg912-914 creating 42 single-family detached residential lots.

Construction Drawings, Phase 2 - Administratively approved 2005-11-21.

2006

Final Plat - Phase 2A - recorded 6-15-2006 as BM2006_pg1162 creating 26 single-family detached residential lots.

Final Plat - Phase 2B - recorded 11-28-2006 as BM2006_2412 creating 39 single-family detached residential lots.

2007

Construction Drawings, Phase 3A - Administratively approved 2007-01-30.

2008

Final Plat - Phase 3A portion (Lots 108-117, 159-175) - recorded 06-03-2088 as BM2008_pg1087 creating 20 single-family residential lots. 

Final Plat - Correction to BM2008_pg1087 - recorded 06-12-2008 as BM2008_pg1173 creating Smoke Willow Way 50' Public ROW and Pump Station Access easement.

2010

Final Plat - Phase 3A portion (lots 118-121, 145-147, 156-158) - recorded 10-27-2010 as BM2010_pg997 creating 10 single-family residential lots. 

Final Plat - Correction to BM2010_pg997 - recorded 12-09-2010 as BM2010_pg1133 to correct address errors previously recorded.

2011

Final Plat - Phase 3A portion (lots 124-128, 141-144) - recorded 06-28-2011 as BM2011_pg577 creating 9 single-family detached residential lots. 

2012

Final Plat - Phase 3A portion (lot 122) - recorded 01-31-2012 as BM2012_pg86 creating 1 single-family detached residential lot. 

2013

Construction Drawings - Phase 3B - Administratively approved 2013-06-12.

2014

Final Plat - Phase 3B (lots 161-167) - recorded 04-24-2014 as BM2014_pg518  creating 7 single family residential lots. 

2015

Preliminary Plat for Phase IV (4) - 1st Submittal received ~ 01-29-2015. 2nd Submittal received ~ 05-13-2015. The review/Approval status was deemed to be inconclusive, and the Applicant has submitted PR 22-02 to process a Preliminary Subdivision Plat for Phase IV(4). See it below.

MA 15-03 - A Map Amendment to change the zoning of 18.2 acres from R-1 (residential) to R2-SUD (R2–special use district).  The parcels are located between Smoke Willow Way and Pluton Place and are known by Wake County PINs 1759754610 and 1759741881.  This relates to the associated Special Use Permit 15-01, for the development of what was viewed as a 4th Phase of Granite (fka Willow) Crest, though the land area was not part of the original project.  The Town Board unanimously Approved MA 15-03 on 10-05-2015 (see uploaded Minutes).

SUP 15-01 - a Special Use Permit to consider Granite Crest Phase IV, a conservation subdivision totaling 31 single family lots; Wake County PINs 1759754610 and 1759741881.  The Town Board  unanimously Approved on 11-17-2015 after continuations of Public Hearings from 11-2-2015 and 10-05-2015.  Recorded 12/04/2015 as Bk16229_Pg2784-2797. 

2016

Final Plat Granite Crest Phase 4 - Recorded 05/03/2016 as BM2016_Pg00679, to create 5 lots being Lots # 209, 210, 211, 212, and 213, plus right-of-ways.

Final Plat Heritage Pluton Place - Recorded 05/03/2016 as BM2016_Pg00681-00682, to create 8 lots being Lots # 201, 202, 203, 204, 205, 206, 207 (open space), and 208 (open space), plus right-of-ways and various easements.

2021

PR 21-03 - Granite Crest Phase 3C Preliminary Plat AMENDMENT, for 174 SFD lots.  Planning Board, on 04-26-2021, unanimously Approved PR 21-03 with 2 Conditions: #1)Lot 132 shall not be developed until such time that access to a public right-of-way is provided to PIN 1759744853 (N/F Meyers, James & Meyers, Terri G) and #2) the existing 50' COR Pump Station access easement (BM2008_PG1173) can be abandoned.   Approval by the Town Board as Consent Agenda Item B.5. on 2021-05-04. This followed up SUP 15-01, as there were/are certain lots in Phase 3C that required realignment in order to facilitate Phase IV (4) [see PR 22-01 and CD 22-01]. 

CD 21-01 - Granite Crest Phase 3C Construction Drawings.  Approved/signed by Planning Director 2021-11-05. 

2022

PR 22-02 - Granite Crest Phase IV (4), proposing 25 residential, 2 Open Space lots, and one mail kiosk/access lot. Five (5) submittals were reviewed by the Town Technical Review Committee (TRC) Staff between February and June 2022.  An Evidentiary Quasi-Judicial public Hearing was conducted by the Town Board of Commissioners on July 6, 2022, and the Town Board unanimously (5-0) Approved the application.  On August 2, 2022, the ORDER of Approval was unanimously Approved by the Town Board as part of the Consent Agenda.  The ORDER of Approval was then Recorded on September 27, 2022 as Bk 19157 / Pg 1371-1377. 

CD 22-01 - Granite Crest Phase IVb (4b) Construction Drawings based on PR 22-02 Preliminary Subdivision Plat, to construct the infrastructure for Phase IVb (16 SFD lots and associated public streets, utilities, stormwater improvements). Approved/Signed by Planning Director on 08-08-2022. 

FP 22-11 - Granite Crest Phase III(C) - Final Plat to record/create 19 SFD lots and 1 open space lot pursuant to PR 21-03.   This application was reviewed twice by the Town's Technical Review Committee (TRC) between July and October 2022.  On October 31, 2022, the Final Plat was Recorded as BM2022_Pg2030. 

 


FP 22-12 - Granite Crest Phase IVb - Final Plat to record/create 16 residential lots, 1 Open Space lot, and 1 mail kiosk/access lot pursuant to PR 22-02.

Public Hearing Scheduled

July 6, 2022

On July 6, 2022, the Town Board of Commissioners will conduct an evidentiary quasi-judicial public hearing for PR 22-02, a Preliminary Subdivision Plat for Phase IV(4) within the Granite Crest subdivision.  Visit here for Agenda and meeting Packet.
