Rolesville Crossing (fka Hopper Communities, fka Wheeler Tract)

** ALL DEVELOPMENT APPLICATIONS WILL BE REVIEWED UNDER THE UNIFIED DEVELOPMENT ORDINANCE (UDO).

A residential subdivision project of approximately 150 acres (original land being 1801 Rolesville Road [PIN 1767483143] and 6301 Mitchell Mill Road [PIN 1767586083] approved for a maximum of 297 dwelling units, with no more than 120 of them as Townhomes.  Through the subdivision process, the project has resulted in 177 single-family detached and 120 single-family attached (Townhome) dwelling units, maximizing its Rezoning entitlement.  Project involves applications for Voluntary Annexation (ANX 20-03), a Rezoning Map Amendment (MA 20-03), a Preliminary Subdivision Plat (PR 21-02), Construction Drawing (CD 21-08), Final Subdivision Plats (FSP-25-05 and FSP-25-22), and a Site Development PLan (SDP-24-06) for the amenity Center.

ANX 20-03 - APPROVED - 2020-11-17 -- Voluntary Annexation petition for _95.632_  acres.  On 11-17-2020, the Town Board approved the Annexation request, annexing _95.632_ acres into Town Limits.  The Annexation Ordinance is recorded with Wake County Registry at Book ______ / Page ______. (to be completed by Town)

MA 20-01 - APPROVED - 2020-11-17 --  Map Amendment (rezoning) Application to rezone the property from the (Wake County) R-30 District to the R3-CZ [Conditional Zoning] District (UDO) to develop a maximum of 297 dwelling units, of which no more than 120 can be Townhomes. On 2020-11-17, the Town Board approved the application. 

PR 21-02 - APPROVED - 2022-04-05 -- Preliminary Subdivision Plat to subdivide 91.39 acres zoned Residential 3 Conditional District (R3-CZ) under the UDO to create 177 Single-family detached lots, 120 Single-family Attached (ie Townhome) lots,  and 36 open space (active and conservation) lots.  Five (5) Submittal reviewed between February 2021 and March 2022. On 04/05/2022 the Town Board of Commissioners held an Evidentiary Quasi-Judicial public hearing, and voted unanimously to Approve PR 21-02 as presented.

FP 22-13 - RECORDED - 2023-06-12 - Final Plat to create an Off-site Sewer Easement to support Rolesville Crossing subdivision project.  Recorded on June 12, 2023 and recorded as BM2023/Pg1009-1010. 

CD 21-08 - APPROVED 2023-09-20 by Town - Construction Drawings for the subdivision approved via PR 21-02, to develop 177 Single-family Detached (SFD) lots, 120 Single-family Attached (ie Townhome) lots,  and 36 open space (active and conservation) lots.  Five (5) submittal reviewed between September 2021 and August 2023.

SDP-24-06 - APPROVED (TOR-2025-04-18 / WC - 2025-04-24 / COR - 2025-04-25 ) -- Site Development Plan for a residential amenity center within the subdivision, located in Lot OS 1006 / OS 1007.  Four (4) submittals were reviewed by TRC Staff between July 2024 and April 2025.   Wake County Approval on 2025-04-14 for SEC-069098-2021.

FSP-25-05 (FSP-25-0001 in GovWell) - PHASE 1 - RECORDED 2026-02-05 as BM2026/Pg191-195 (Doc#2026012325) - Final subdivision plat to subdivide 92.97 acres into 122 lots being 72 Single-family Detached (SFD) Lots and 49 Single-family Attached (SFA / townhome) lots.  Four (4) Submittals reviewed by TRC Staff between February and October 2025. Street light pole (19 poles) Invoice issued 2025-06-06 / PAID 2025-06-13.  Bond Review - Estimates for infrastructure + 3 SCM's received 2025-07-30 - under review.  Approved by Town Engineer via email 2025-08-13.

  • Green River Way - 1259 LF / Pacolet Drive - 1097 LF.  1443 Linear Feet (LF) of New 50' wide public right-of-ways
  • Copper John Road - 1979 LF / Pale Morning Drive - 156 LF / Pacolet Drive - 174 LF / Montana Stone Lane - 663 LF / Woolly Avenue - 172 LF / Camp Creek Court - 79 LF.

FSP-25-22 (FSP-25-0002 in GovWell) - PHASE 2 - RECORDED 2026-06-01 as BM2026/Pg986-989 - Final subdivision plat to subdivide 55.88 acres into 105 Single-family Detached (SFD) Lots, being Lots 61-125, 130-169, and 71 Single-family Attached (SFA / townhome) lots, being Lots 186-193, 217-279, for a total of 176 residential lots.  21 Open Space lots being OS-1002, 1008, 1009, 1012, 1013, 1016-1018, 1022-1027, 1029-1035.  A total of 6,506.06 linear feet (LF) of new 50' public right-of-ways being:  Copper John Road- 2076.62 LF / Pale Morning Drive - 2,342.33 LF / Hare Ear Court - 368.73 LF / Griffith Way - 302.07 LF / Royal Coachmen Court - 188.83 LF / Wooley Avenue - 670.74 LF / March Brown Way - 556.74 LF.   Three (3) submittals were reviewed by the Technical Review Committee (TRC) between August 2025 and March 2026. Street Light Pole INVOICE 3338 dated 2025-09-10 was PAID on 2025-09-15. Bond Estimates received 2025-08-18 for Infrastructure, SCM #4, SCM #5 - Approved by Town Engineer via email 2025-10-04.  Invoice #58 - Created 2026-03-17 for $145,503.15 (+$20 tech fee) for Fee-in-lieu, 227 LF of Mitchell Mill Road - due 2026-04-17- PAID 2026-04-07, Receipt R00007666. CORPUD Acceptance Letter dated 2026-03-08 for W-4081 / S-5396.

A pre-construction meeting for the Residential (vertical) Building Permit process/stage to commence for Phase 1 was held Thursday, February 19, 2026.
