Cobblestone Village - new Town Center mixed-use development at NW corner of Young and Main Street, per Economic Development Agreement (EDA) with the Town.

SP 21-01 - Site plan / Construction Drawings for Cobblestone Crossing.  This development entails a maximum of 176 multifamily dwelling units, 49,830 SF of retail/commercial space, 15,900 SF of municipal flex space, 0.44 acre/18,976 SF of Event space, 1.92 acres of overall Open Space Area, and 468 overall parking spaces.

- Revision 1st Submittal - rcvd 04-14-2023 / Comments issued 04-19-2023V1 proposed to remove the Town of Rolesville Community Building, Veterans Memorial, and clock tower from the development and replace those features with a new Residential Building #4 [32 multi-family dwelling units] and other amenities and site revisions.  With this revision, the proposed number of multi-family dwelling units increases from 176 is 196 and the non-residential (retail/commercial) square footage decreased from 65,730 to 49,830 SF.  The number of buildings decreased from 8 to 7; original Building 4 identified as a 15,900 SF Municipal is now Building 4 as a 42,816 SF Apartment; original Building 8, a 17,453 SF Apartment, has been removed entirely.  The overall provided parking has increased from 468 to 494 spaces with these changes. Event Space and Open Space remain unchanged.

- Revision 2nd Submittal - rcvd 09-01-2023 / Comments issued 10-08-2023V2 proposed removing Town of Rolesville Community Building, Veterans Memorial, and clock tower; multi-family dwelling units decreased from 196 to 188;  the non-residential (retail/commercial) square footage increases from 49,830 to 53,384 SF; the number of buildings now increase from 7 to 8 (Building #8 is not returned in the same location it was originally approved in, but increases from a 12 multi-family unit/3-story to a 24 multi-family unit/3-story structure; Building 5 increases from 3,647 SF to 5,970 SF; Building 4 changes from a 32 multi-family unit/4-story to a 10,420 SF/1-story commercial building.  The overall provided parking has Decreased from 494 to 468 spaces with these changes.

- Revision 3rd Submittal - rcvd  11-01-2023 / comments issued 11-21-2023V3 maintains proposed total multifamily dwelling units at 188, the non-residential square footage at 53,384 SF, within 8 total buildings. The overall Required parking is 537; after Reductions, required is 457; the Provided parking is 468 spaces

*On 01-04-2024, the Town Board of Commissioners conducted a Quasi-Judicial Evidentiary Hearing for Agenda Item 10.b., and voted 4-0 (1 absent) on a Motion to Approve.   

- Revision 5th Submittal - rcvd 01-30-2024 / comments issued 02-05-2024.  This was submitted as an intended "Signature set" of documents for the Revised SP 21-01; this Version maintains 188 multifamily dwelling units, 53,384 SF of non-residential space, required Parking of 537 spaces minus Reductions = 457 required, proposed 468 spaces

Evidentiary Quasi-judicial Hearing on Revision to SP 21-01

December 28, 2023

On January 4, 2024, at 7:00 PM at Town Hall (502 Southtown Circle, Rolesville, NC 27571), an Evidentiary Quasi-judicial hearing will be conducted by the Town Board of Commissioners to consider revisions made to the previously approved Site Plan SP 21-01 for Cobblestone Crossing (Village).  See Item 10.b. in the Agenda for this meeting found here:  https://www.rolesvillenc.gov/agendas-minutes

Evidentiary Hearing on Site Plan

July 8, 2021

A public hearing was held regarding the Cobblestone Site Plan on July 8.  The Town Board voted to approve the site plan with conditions.
